Sorry, but we do not have rights to distribute Windows builds as their DLL modules contain OCI library, which is copyrighted by Oracle (on Linux, Solaris, and Mac OS X this is not the case due to the different linking mechanism). In order to build a Windows (32-bit or 64-bit) distribution by yourself, please download the source code and read the instructions.
Windows builds: 32-bit C library, 64-bit C library, .NET library, Java library, 32-bit command-line utility, 64-bit command-line utility.
Linux builds: 32-bit C library, 64-bit C library, Java library, 32-bit command-line utility, 64-bit command-line utility.
Mac OS X builds: C library for 10.5, C library for 10.6, Java library, command-line utility for 10.5, command-line utility for 10.6.

Dingo requires Cairo library to be installed.
On Linux, Cairo binary is located in /usr/lib/libcairo.so.2. If you have Debian-like Linux (e.g. Ubuntu), you can install Cairo with the following command:
sudo apt-get install libcairo2
On Mac OS X, Cairo can be installed via MacPorts:
sudo port install cairo
(the binary is usually located in /opt/local/lib/libcairo.dylib)
Windows distributions of Dingo have Cairo and all dependent binaries included, and so you do not need to install anything.
